Hay una API no oficial, PHP.GooglePlusAPI, que puede usar esto para obtener datos públicos. Es algo con lo que jugar mientras esperamos la API oficial completa de Google:

Acabo de agregar soporte para publicaciones de feed también. Puede usar esta biblioteca en su código del lado del servidor para leer un perfil público, publicar y datos de relación, almacenarlos en caché en una base de datos MySQL y servir los datos a un front-end como JSON o JSONP servicio.

Google Plus no tiene una API pública sin embargo, ni se ha anunciado cuando uno estará disponible. Pero si quieres averigüe sobre el futuro desarrollador oportunidades, Google tiene un correo lista a la que puedes registrarte para recibir más información en el futuro.

La API en sí está ahí - es restful, y requiere una biblioteca cliente para cada idioma para ser utilizada.
