Añadir un byte[] al final de otro byte[]

Debe declarar out como una matriz de bytes con una longitud igual a las longitudes de ciphertext y mac sumadas, y luego copiar ciphertext al principio de out y mac al final, utilizando arraycopy.

byte[] concatenateByteArrays(byte[] a, byte[] b) {
    byte[] result = new byte[a.length + b.length]; 
    System.arraycopy(a, 0, result, 0, a.length); 
    System.arraycopy(b, 0, result, a.length, b.length);

ByteArrayOutputStream output = new ByteArrayOutputStream();

output.write(ciphertext);

Las otras soluciones proporcionadas son excelentes cuando desea agregar solo arreglos de 2 bytes, pero si desea seguir agregando varios fragmentos de bytes[] para hacer uno solo:

Primero debe asignar una matriz de la longitud combinada, luego use arraycopy para llenarla desde ambas fuentes.
